The State of Missouri, through the Department of Public Safety (DPS), Division of Homeland Security and State Emergency Management Agency (SEMA), has responsibility for working with the Department of Homeland Security in addressing planning requirements and grant funding priorities and distribution in our state.
In order to more effectively plan, manage, and administer the Homeland Security planning requirements and funding, the State has organized into regions, based upon the existing nine (9) State Highway Patrol troop areas. The entire Mid Missouri Regional Planning Commission area is contained within Area F. Each region has formed a Regional Homeland Security Oversight Committee (RHSOC) comprised of one representative of 15 core disciplines- Emergency Management, Police, Sheriff, Fire, Health, Homeland Security Response Team (HSRT), Public Works, Municipal Governments, County Governments, Private Industry/Utility, Emergency Medical Service, 911, Volunteer sector, Agriculture, and Education.
The primary purpose of the RHSOCs is to administer plans, projects, and grant programs at the area level. The lead RPC will serve as the primary administrative agent for the committees and will serve as the fiscal agent for the administration of grant programs. The regional planning commissions will assist in organizational coordination and funding administration duties. The Mid Missouri Regional Planning Commission will be the lead RPC for Area F which includes Audrain, Boone, Camden, Cole, Cooper, Gasconade, Howard, Miller, Moniteau, Montgomery, Morgan, and Osage counties (see map).
