The Mid-Missouri Regional Planning Commissions (MidMO RPC) provides the means for state and local governments, as well as community leaders and citizens, to work together effectively on common issues, by providing efficiency in the delivery of state programs, a forum to address inter-jurisdictional and regional issues, and providing technical assistance to support local community needs.

 

The MidMO RPC works hand-in-hand with the Missouri Department of Transportation, the State Emergency Management Agency and the Missouri Department of Economic Development in bringing efficiency of the state governmental programs to the local level. In fact, the MidMO RPC is actively engaged in dedicating a significant portion of their work to helping the State government more effectively meet its obligations in the areas of transportation, homeland security and community and economic development.  

 

The Mid-Missouri Regional Planning Commission also provides the forum to address issues that cross over traditional community boundaries requiring multi-community and regional responses.  In addition, the MidMO RPC provides technical staff support to assist a community with a particular need.  These activities include community comprehensive planning, grant preparation and assistance, mapping services, environmental assessments, and other specific assignments as may be required. 

 

Below is a description of programs and activities currently available and underway at the MidMO RPC .

 

TRANSPORTATION PLANNING

 

The Mid-Missouri Regional Planning Commission is a planning partner with the Missouri Department of Transportation.  The MidMO RPC has developed a Transportation Advisory Committee to address transportation issues with in the MidMO RPC region.  MidMO RPC staff coordinates countywide transportation meetings, which helps MoDOT identify transportation issues on a local level.  The Transportation Advisory Committee meets bi-monthly on the fourth Wednesday of the month at 4:30 p.m. at the Copper Kettle Restaurant located in Ashland, Missouri (please refer to Calendar of Events for next meeting date).

 

MidMO RPC Transportation activities:  ECONOMIC DEVELOPMENT

 

The Mid-Missouri region is extremely diverse regarding the economic pursuits of the region, from industry to agricultural development Mid-Missouri has become the center for growth.  The six county region has been designated as an Economic Development District the United States Department of Commerce, Economic Development Administration.  This designation allows the MidMO RPC to develop and commit resources to activities that focus on:

 

Technical assistance:

 The MidMO RPC created the MidMO RPC Economic Development Advisory Committee in order to provide a forum for the distribution of information and ideas regarding economic development within the region.  The MidMO RPC EDAC meets bi-monthly, on the second Tuesday of the month at 9 a.m. at the Columbia Regional Airport Meeting Room, Building 260, Columbia, Missouri. These meetings are open to any one who wishes to attend (please refer to Calendar of Events for next meeting date).

REGIONAL HOMELAND SECURITY OVERSIGHT COMMITTEE (RHSOC)

 

The State of Missouri, through the Department of Public Safety (DPS), Division of Homeland Security and State Emergency Management Agency (SEMA), has responsibility for working with the Department of Homeland Security in addressing planning requirements and grant funding priorities and distribution in our state. 

In order to more effectively plan, manage, and administer the Homeland Security planning requirements and funding, the State has organized into regions, based upon the existing nine (9) State Highway Patrol troop areas.  The entire Mid Missouri Regional Planning Commission area is contained within Area F.  Each region has formed a Regional Homeland Security Oversight Committee (RHSOC) comprised of one representative of 14 core disciplines- Director of Emergency Management, Chief of Police, County Sheriff, Chief of Fire, County Health, Homeland Security Response Team, City or County Public Works, Mayor or City Administrator, County Commissioner, Private Industry/Public Utility, Emergency Medical Service, 911, the volunteer sector, and Education. The Region F RHSOC also voted to have a representative from Agriculture to better meet the region's needs.

The Mid-Missouri Regional Planning Commission (MidMO RPC) is responsible for assisting the RHSOC with developing a planning process, in conjunction with the Department of Public Safety, to assess, evaluate, identify, and prioritize existing and needed Homeland Security assets.  This planning process will be used as a basis for funding and policy recommendations from the region.  The MidMO RPC also serves as the primary administrative agent for the committee; completing paperwork, arranging meetings, and generally facilitating communication between the individual RHSOC disciplines.  The MidMO RPC will then serve as the fiscal agent for the administration of the grant programs after they receive approval from the HSAC.  Region F RHSOC includes the Counties of Audrain, Boone, Callaway, Camden, Cole, Cooper, Gasconade, Howard, Miller, Moniteau, Morgan, Montgomery, and Osage.

PROJECT DEVELOPMENT

 

Mid-Missouri Regional Planning Commission Staff assist member counties and communities through grant writing and grant administration after funds have been awarded.  Staff grant writers have experience capturing funds from Community Development Block Grants (CDBG), Missouri Department of Transportation Enhancement Funds, and MoDOT Safe Routes to School Funds to fund water, sewer and road improvements.

ENVIRONMENTAL REVIEW

 

Under federal law any project receiving federal funding i.e. HUD/CDBG etc. must comply with National Environmental Policy Act (NEPA).  The express purpose of NEPA is the conservation and protection of our nation’s natural resources.  Through this process the effect of the proposed undertaking on the natural and cultural environment can be identified.  From the initial assessment it can be determined whether or not the proposed undertaking will have no effect or an adverse effect on resources.Staff of the MidMO RPC have the expertise to determine the level of environmental review necessary, research and prepare the Environmental Assessment for review by the appropriate agency.

COMMUNITY PLANNING

 

The Mid-Missouri Regional Planning Commission assists the region with planning processes that strengthen and sustain current and future growth and development.  MidMO RPC staff has the capability to coordinate activities that involve a citywide comprehensive plan to a “target need” plan identified within the community.
